[Publib] Taking photo of disruptive customer/patron

When dealing with a disruptive public library customer who is not
willing to
*         tell you his/her name 
*         show you his/her library card and/or another form of ID
is it legally acceptable to take a photograph of them on the spot in
order to have some way of describing him/her to a security guard or
police officer?
