[Publib] 24-7 Reference

I currently work in an academic library and  have a question regarding 24/7 Reference. Do a lot of public libraries partake in this reference service? If so, how do you go about promoting this service and how often do your patrons use it?
 
Last year we implemented this type of service and our students seem to be using it. However; after reading through some of the transcripts we are not happy with the quality of the answers/information that the tutors are providing. Has anyone else run into this problem??
