Are you asking "who" censors a book?  If so - anyone can censor a book.
Parents, teachers, librarians, students, clergy, government agencies, in
short anyone with a perceived interest in the subject my attempt at
censoring material can censor.  Censorship is based on the an individual's,
or group's, interpretation of religion, moral, ethics , policy, doctrine,
statute, or even general perception in order to do what they believe is in
the best interest of their agenda- 

 

Of course all of the above is IMHO.  No person or institution, living or
dead, has ever or will ever necessarily agree with me.

determines the censorship of a book?
