Hello James,
Actually, more when the library is open and perhaps an individual by his/her actions is speaking very loudly and preventing other patrons from
accessing information which is their 1st amendment right to do. If an individual is warned that his/her actions are prohibited and he/she continues
the actions, this would constitute trespassing and they could be cited for trespassing in a limited public forum such as the library. Citing an
individual for trespassing because their actions are inhibiting other patrons from their first amendment right has been upheld in court cases.
I hope this gives you an idea of what kind of policies I'm interested in looking at.

Are you looking for policies that deal with loitering --- persons
hanging out in entrances or other areas in larger groups --- or do you
want to prevent people from coming onto library premises after the
building is closed? I assume that a library wants to urge patrons to
come to their facility during hours of service. "Trespassing" and
"Loitering" are two separate issues.

Library system. Hennepin County Library System is looking to create

own trespassing policy.
