[Publib] Library closures due to temperature extremes

Before  we installed a new HVAC system, and while the new system was
getting  debugged, we closed several times due to high temperatures.  I
tried  to find guidelines at CALOSHA and with my City's HR dept. but  was
unsuccessful. It came down to me, when I decided it was too hot,  we'd
close.  I'd love to know if you find any stated maximums and  minimums.
