[Publib] Special Adults - high overdue fines

I have several adult patrons who have limited or special mental capacity
of one sort or another. Recently I dealt with a young lady who had run up a
$500 fine. have interesting ways to monitor these types of accounts? - I want to
maintain privacy standards, but I don't want these folks to have to face
large fines several times a year.

Maintain a policy / procedure of a maximum fine. This should apply to
all patrons, not just the "special adults". At our library it is
$5.00. This should keep huge fines from accumulating.
While we do not limit the number of items borrowed, we do have a
procedure we use on a case-by-case basis where we limit a patron to a
small number of items (five, ten, or twenty depending on the
circumstance) if they had a bad habit of bringing things back late.
They actually appreciate our efforts to keep their fines under
control.
