[Publib] Library card as ID

Nathan,
Most of our patrons have a picture ID, either
school or out of town drivers license (or Mexican
consular ID) where there is no address or the address
doesn't match where they live now. We ask them to
bring us some regular or junk mail, such as report
cards, or mail themselves a postcard, then bring it in
as proof of address.
