Hi Melinda -

There are a number of free computer-related magazines you can subscribe to.
For example InfoWorld: http://www.infoworld.com/ (click subscribe in upper
right) & Network World http://www.networkworld.com/ (subscription on
left-hand side). 

I'm also not sure of whether this might work for institutions, but I've
gotten free personal magazine subscriptions through reward programs like
"mycokerewards.com" (where you enter codes from Coca-Cola products) -- you
could perhaps ask people in your community to bring in unused codes that you
could add up for subscriptions?
