I'm thinking you should probably send the letters out when the books are overdue or whatever you ordinarily do, but then when they are returned erase the fines.  Our library does not charge fines for our Senior Satellite Libraries' patrons.  This is a similar situation because some of the seniors may have diminished capacities.  Or you can extend the dates on some of the materials to avoid the fines....
