[Publib] Radio broadcasting in libraries

[Hopkins County - Madisonville Public Library]

Is there anyone out there that broadcasts talk radio using satellite radio
through their libraries? I am curious to find out if performance rights are
needed to pipe things like CNN & NPR across our PA system.
