[Publib] remote book drops

We are developing guidelines for our book drop service. I would like to expand
upon one statement in these guidelines, and am seeking input from PUBLIB
participants.

"The Library will establish book drops according to the needs of the community."

That statement is fine as far as it goes, but I'd like to include some general
criteria for determining if a new remote book drop is warranted in a particular
part of the community.

Could you recommend any such criteria? Thank you.
