The system I really like is where the library posts openings in order to  
comply with some civil service rule, with no intention whatever of filling from  
outside because of all the internal candidates lined up who have priority.   
And best of all, the library either can't or won't inform outside candidates of 
 this situation, so one applies in good faith for jobs that don't really  
exist.  This is a public sector twist on the "bosses son" situation of the  
private sector.  
 
Oh, and before I forget, there's the "interim" hire--the temporary fill-in  
who becomes permanent.  While the library sets up sham interviews as though  
they had no intention of doing exactly what they've planned to do all  along.  
Think of what these situations mean when you've spent money to fly  to a 
distant city for a job interview, and all the rest of the inconvenience and  
headache.
