[Publib] compensation for librarian-run book groups/programs?

I believe that all library programing done by library staff should be on regular paid time.  This may require some shifting of schedules but is well worth it for the library as a whole.  We have to shift around schedules since overtime is not in our budget.  I wish it was but it is not.
