My library closed for six weeks to trade buildings with an insurance
company.  Since we didn't have an exact reopening date (The insurance
company had to complete remodeling of the library so that the could move
out of their old building, and then the insurance building had to be
remodeled somewhat so that the library could move in.) and we didn't
have any other branches to which materials could be returned, we checked
everything out for the regular time but told the patrons that they could
bring them back whenever the library opened and no fines would be
charged.  In fact, we didn't charge late fees for six weeks after the
library reopened.  We still had some complaints and people who swore
they had put the books in the old book drop even though it had been
taken out as soon as we moved out.  It wasn't as bad as I had expected
and most patrons were flexible with the move.

Rather than have everything due the day after the library's scheduled to
reopen I'd recommend just adding the anticipated time closed to the
regular loan period.  This helps stagger your returns over a longer
period and keeps everything from coming back the same day.  This worked
well when my former library closed for 3 weeks.
