[Publib] Circulating Current Magazines

We have been circulating the current issues of all magazines (for one week)
for a couple of years. They're so popular that we did a report to see which
were our hottest ones and purchased extra subscriptions for those. When
compared to other items, magazine subscriptions are pretty cheap. This has
been a real patron pleaser!
