[Publib] firefox and library homepage

I'm having trouble getting our library homepage to stick on our public access computers.  We are moving to firefox as our main browser.  We use cleanslate 3.0 for security.  I turn off cleanslate, set our homepage on Internet options, save it, restart, reset the security and then up pops the mozilla homepage.  We recently installed Cassie public computer and print management, but I had trouble before.  Any ideas
