[Publib] Charging for best sellers

2 questions? Does anyone charge a fee to "skip to the head of the line" for hold queues?
2) Does anyone do the same, but charge the price of the book wholesale and then have the patron donate the book back to the library (in, effect, $10-15 to skip to the head of the line, but providing more copies of the best seller?
