[Publib] telephone directories policies

I'm in the process of formulating a cities telephone directories policy
for the branches in our library system.  We are a 33 branch system with
5 categories of branches based on size/use.  I would appreciate any
policies that you know of and/or help in formulating a policy for our
library system.
