[Publib] calculating service district populations

All, 
Fauquier County has three types of libraries: central, community and
neighborhood. The central library has the most comprehensive collection
and services, the community library provides high-demand titles of
popular and current materials and services. A current and general
information service covers all subject areas as needed. Backup
collections are provided at the central library. The neighborhood
library offers a limited selection of current and popular material with
an emphasis on fiction, generally popular non-fiction and self-help
selections. Information services is limited.

We use magisterial districts to calculate service population for the
community and neighborhood libraries. In the past we used the entire
county population to calculate the service population for the central
library. 

We are preparing a report for the county Board of Supervisors on the
future needs of our central library. I'd like to hear from those of you
who use a similar hierarchy of service facilities how you calculate your
service population. Should we use the entire county or a fraction
thereof?

Any thoughts or help appreciated.
