It doesn't seem to be creating an unreasonable hurdle if the library takes 
the picture and does so at the same time that one applies for the library 
card (just as getting one's picture taken at the DMV isn't really an extra 
hurdle in getting a license, it's just part of the process).

In a library that wants/needs that added security of photo identification it 
would seem that putting the picture directly on the library card alleviates 
a hurdle because then a patron needn't have or carry a picture ID to use the 
card.
