[Publib] Collection threshold

Ours is $50 because we found that at $25 many people were getting turned
over who just had one book out which seemed kind of extreme.

 If you are a small to medium sized public library that uses a
collection agency what is your threshold minimum that triggers an
account to go to collection?  We currently send accounts owing $25.00 or
more but are considering raising the minimum to $50.00.   What do you do
and why?
