For me it is also about people skills as well as the ability to think
quickly and come up with a good answer in a situation that can be hard to
handle with tact.  I'm not worried about a candidate knowing policy at this
point.

I've gotten this question in interviews before, and I have always taken
it to be less about policy than about people skills.  While getting the
best possible information to the patron should be everyone's priority,
the reality is that there are always people who will take correction
personally.  In interviews I have indicated that I would attempt to get
the correct information to the patron, while being as careful as
possible not to step on my coworker's toes in the process.  Not only do
I not want my hypothetical coworker to feel demeaned, I don't want
patron get the impression that said coworker doesn't know what she or he
is talking about.
