[Publib] Advice needed on staff conflict resolutions

Actually, I think involving the entire staff in what is a conflict between two people is a really poor idea, no matter how diplomatically the letter is written.  In global terms, that's how local conflicts mushroom into world wars (e.g., WW1 Serbian nationalism vs. Austro-Hungarian hegemony.)
   
  Personally, I used to get annoyed, and at times demoralized, by senior staff and a human resources dept. that were too weasley to tackle the problem head-on with the party or parties who'd behaved inappropriately, ignored purchasing rules, habitually arrived late and left early, etc.  Their tactic was to send everybody a memo reminding them of the policy. The individuals who'd committed the infractions went continued to do so in the future.  The rest of us started to wonder if we wouldn't be better off engaging in the same sort of behavior, since we were going to get "scolded" no matter what.
   
  If it is not possible to work it out between the individuals - and, surprisingly often, no insult was intended - the problem was a miscommunication that can be cleared up, a misheard or misunderstood remark -  then seek assistance using the library's formal system for grievance resolution.  Don't involve everybody and don't try to get unaffected  people to take sides.
