[Publib] Advice needed on staff conflict resolutions

Hello Publibbers,
   
  When conflict between staff arises (co-worker insults another co-worker) what are some possible ways to address the issue to have a resounding effect not solely to the individuals directly involved but, to staff as a whole without asking for interference from managing authorities?  
   
  How do you think staff will respond to an anecdoctal letter denoting a story of conflict, consequence, and resolution in the workplace.  In other words, trying to provide awareness without directly confronting another co-worker?
