[Publib] Gates Computer Grant Monies

I have a question for the group about the Gates money we received for computer replacement. We need to purchase replacements for our "dumb" terminals which are very old. Does anyone know if the Gates grant prohibits spending on "dumb" terminals for OPACS? TIA!
