[Publib] WiFi disclaimer message

[Bricker-Barrett, Nannette]

We are looking for examples of WiFi disclaimer statements used by
libraries.  We are especially interested in any that include a statement
to the effect that the library is not responsible for any damages caused
by viruses, breach of personal security, etc.
