We have statewide 24/7 service through L-net ( http://www.oregonlibraries.net/ ).  Many of the local libraries help provide the service.  Name and zip code are required for service.  This does not really narrow down to people living in Oregon or having a library card but we decided this was the best we could do if we wanted to provide service statewide.  Yes, we use LSTA funding for this.  

Remember to call/fax your Senators to have them sign on to the "Dear Colleagues" letter, as one step in increasing LSTA funding. Go to: http://www.capwiz.com/ala/home/ .
