[Publib] Weeding/Collection Development of Ref. Collection

I am a currently a graduate student enrolled in a reference class. During the semester we have discussed various aspects of reference work– the reference interview, evaluation of print resources, etc. I am curious about collection development and weeding in regards to the reference collection. Do certain libraries have a special policy for weeding the reference collection? Is that policy different than the policy concerning the general circulating collection?
Also what about electronic reference books? I know that the university where I am current taking classes has quite a number of E reference books – is this something public libraries are considering? Or is it too expensive?
