[Publib] Opening Day Collections

We are opening a new 30,000 square foot library.  We have 250,000 for an opening day collection.

How full should the shelves be?  When should a Library expect to reach capacity?  We are opening in

2009 or 2010.  Does anybody know of standards or recommendations?
