My colleague wanted to thank everyone that weighed in on the volunteer issue. I have passed along all of your feedback and I believe that she is going to site sexual harassment issues as the primary reason for terminating his tenure as volunteer.

Bruce offers good advice.  I would add that the prime line of
communication may be the "care giver" rather than the individual who
seems to be physically and mentally challenged.  In cases such as this,
our primary path has been via the "care giver".  If the "care giver"
fails to respond or ignores our concerns, we approach Family Services or
other social service agency to intercede.  If this fails, the barring
option may be the only recourse and the police may have to help making
the contacts.  --- This is a very difficult and sensitive matter that
could create bad press and legal issues if not handled discretely.

This is a bit hard nosed, but I have to ask.   Would she accept the same
performance from a paid employee?   If not, she shouldn't accept it from
a volunteer.   She should tell him he is welcome to come to the library
(if he still wishes to do so), but he can't volunteer and he can't enter
staff areas.  He  shouild be warned that his lewd remarks and gestures
are inappropriate and disruptive.   If he doesn't stop them he will be
barred from the library.
