[Publib] holds for DVDs -- what is fair!!

We allow holds. Staff, as for any item, may not check out items with
patron holds until the item has been here 2 months. Our system allows
suspension of holds, so that's how we handle that. Staff who order
things (that would be me) can place our holds first, but I get to wait
until the item's been here 2 months like other staff. I'm just the first
staff member to get popular materials. :-)
This is in our policy manual.

Here's a question about placing holds on popular DVDs. How does your
library manage holds for newly ordered DVDs?
Is the staff that orders the DVDS allowed to place holds on the films
before the public (not to mention the rest of library staff!!)??
Does the public have priority in placing holds?
Do you have policies on this - or is this never an issue or problem at
your library.
