[Publib] surveillance cameras in public libraries

Sue Kamm points out that events recorded on tape can be retrieved "if
needed".  This occurred recently in our library.  Our legal counsel made
it a point to clarify that images of a surveillance camera can be shared
with law enforcement officials without the necessity of a court order or
subpoena.  Such images from the cameras are not considered to be
"borrower information" such as that provided by patrons to obtain a
library card and the record of materials checked out.  The cameras view
patrons in a room of a public facility - where there is less expectation
of privacy -- rather than probing into what they choose to read.

We have surveillance cameras.  The cameras are there to deter behavior,
such as committing acts of vandalism, intimidating other library users,
etc.  

The cameras can be monitored from our security desk, as well as in our
city's communications center.  Events are recorded on tape, and we can
retrieve events if needed.  

We don't have them focused on what people are reading or viewing.
