First I am going to assume you mean how to develop a collection in DVD
and you are not referring to taking VHS and making them into DVDs
because that would be a copyright violation.
You begin at the beginning and go on from there. I have worked at two
different libraries that have made the conversion. One library did have
dedicated funds to have an opening day collection, but the other just
stop buying VHS and began to buy DVD. The easiest way would be to
develop a core list of the most popular titles in your collection and
then buy those specific titles in DVD -- divide evenly between juvenile
and adult. Then as your VHS tapes begin to die, replace them with DVDs.
Continue adding new DVDs as time passes. They can be processed by staff
in the same manner in which the VHS tapes were processed.

I am a library student looking into the details about how to change film
formats (like VHS to DVD) in a public library. I am asking if anyone
has an advice about the change, and if anyone has any experience in this
field? I am especially interested in the process, whether it should be
done all at once (which could result in a nervous breakdown on the
staff's end), or phased in over a couple of years?
Any help would be appreciated!
