[Publib] Increasing Demand for Public Services

Have you ever encountered funders and community leaders who caution you
against marketing a publicly funded service too well?
How do you deal with leaders who might suggest that you should NOT market
your services widely because if the public knew the service was so freely and
widely available, the use would outstrip the organization's ability to
provide the service at a quality level?
Is there such a thing as a tax and donation based service being "too good"
that they attract too many users, and thus must dilute services?
How do you deal with issues like this in your organization? Please contact
me with your experiences, research, or thoughts as I investigate this tricky
issue that faces libraries and social service agencies alike.
