Hi-
As someone who is both an administrator and a blogger, let me offer a thought or two.
I'll answer the second question first: I get an email whenever anyone comments on my blog. If it is a spam comment, I go and delete it. I have not had any problems with "hijacking" but then I use Blogger, and I think that they must work to prevent that kind of activity.
The dynamic nature of the web is such that you are always only a click or two away from "unacceptable" material. If your library has a Flickr account, this is true. If your library has a page of recommended links, this is true. It is part of the nature of the web, and as library workers part of our job is to educate all of our customers.
I am hoping that with the new version of my new library's web site, that there will be a place for a director's blog. This will compliment my personal blog which is noted below.

How do other public libraries support (and secure) their public blogs? My research hasn't turned up much about the administrative and security aspects of blogging.
Examples of concerns --
1. Blogger.com places their toolbar on blogs they host. The "Next blog" link can take your readers to blogs that may be considered unacceptable.
2. Hijacking and spamming of blogs
