[Publib] Pictures on patron accounts

Our library is in the process of purchasing new library cards, which will have the preprinted barcodes, but not the patron name. As an addition to this we are taking a photo of each patron and putting it on their account. Every patron seems to have groaned, a few thrown an out right fit, and several asked if this is "some government thing" We keep telling them that the pictures are for their protection (so no one else can come in and use their card) and ours (so people don't check out on someone else's card and never return our items)
 
I was wondering if anyone else has had any similar experiences, and what "flack" did you catch from it?
