[Publib] Motivating union workers

I've been in a number of interviews for management positions. One question 
that comes up frequently is how you motivate a union worker (implying they 
can't be fired and other options are limited) who doesn't want to change.

I know how I answer such a question, but I've never worked in the actual 
situation. I'm curious how people handle it in real life.

I realize this is controversial. If you want to respond off list, I will 
post replies without identifying information.
