I think her main point was that librarians are increasingly asked to
overlook selfish, bad behavior that can run to the destructive point.
And, such behavior seems to be on the increase. I see more and more
instances at work of spoiled children who will strike their parents
when denied some momentary pleasure, a rising amount of A/V theft,
parents getting cards for nonexistant children (so they can avoid
paying fines, or steal  more), etc. I don't work at the inner-city
branch so I don't see much drug dealing or gang fights, but I
understand those are increasing as well.

The author obviously isn't inclined to put up with it. Neither am I.
Why should we allow the miscreants to try to ruin our public spaces,
when they could use them also as long as they mind their manners? My
own system has had to stiffen some of their policies to address these
issues. Somewhere, sometime, it is necessary to draw that "line in the
sand" and remind some people that they are expected to take
responsibility for their actions, or those of their children, rather
than expect everyone else in the world to clean up their messes.
