My library does this - in fact, I'll be doing it today for an hour. We often do it in the morning, the early afternoon, and the evening (after 7 pm). There isn't any one person on call - there's a buzzer we press to call for more staff, and anyone who's free goes to answer it. It means that everyone gets more time at their desks, because we work fewer Reference hours. But it also means that there are staff members who rarely answer the buzzer, while a few good-natured souls answer it a few times each day. So fairness can be an issue.
It might be trickier for you because the offices and desk are on different floors, though. In my case, the staff area isn't far from Reference.
