A public library in Indiana requested and received an IRS letter stating
that a municipal unit such as a public library has the equivalent of
501c3 status for the purpose of donations.
 
You should be able to get a copy from the Library Development Office at
the Indiana State Library.  Sorry I don't remember any more of the
details.
