We are making the change by attrition. I no longer
purchase VHS or accept them as gifts (except in
unusual circumstances, such as local history tapes).
When I buy an older film that has been released on
DVD, I discard any VHS copies. We also routinely weed
VHS tapes that have many circs and/or look shabby.
Eventually, they will all be gone.
Although I often hear concerns about discontinuing
VHS, our turnover rates for VHS are considerably lower
than for DVDs. Of course, not buying new titles
factors into that, but I suspect there is less demand
for VHS than might be thought, and that the demand
will continue to go down.
