[Publib] Restocking fee/Holds not picked up

Is charging the equivalent of a restocking fee really a good customer
service idea?

"Our library is dealing with a large number of holds not picked up. Each
month, 20% of holds placed on the holds shelf are not picked up and have
to be "restocked". We are looking for current information about charging
for holds not picked up. We're not sure we want to start charging but we
do want to see what other libraries are doing."
