[Publib] open or sign up programs for children

I've been a branch library supervisor for over twenty years and I still get fooled once in awhile. Our general story time was growing to over 40 kids so we divided it into two and that seemed to work, but what really fools me sometimes are special programs. Our meeting room only holds 50 people and for summer reading, I booked the city's community room and I was glad we did because we had over 200 kids show up for a puppet show. I've had sign up for those programs that require the purchase of food or supplies on a limited budget. That seems to be my criteria for sign ups or open programs.
I am calling on the collective to help shape a future librarian's
perspective on Children's Programming! I am examining the question of
Open Enrollment Vs. Reserved Enrollment when it comes to story-times.
Philosophical and practical advice is equally welcome!
