The city I work for compensates the employee upon retirement for 100% of their sick time up to 900 hours at the final rate of pay.  This is meant to help offset insurance costs.  There is no compensation for sick time prior to retirement.
 
I previously worked at a technical college that was a little more creative with their sick time.  Employees earned an extra day of vacation for every six months that they went without using a sick day.  It was a nice little bonus, but probably not enough to cause people to come to work when they shouldn't.  They also had a sick leave bank so that employees could share sick time with colleagues who needed it due to a prolonged illness.  There was no sick leave payout upon retirement, but they offered health insurance to retirees until age 65.

I'd like to know how many public libraries out there compensate employees for unused sick time. If employees don't get paid for it when they leave, does it turn into extra vacation time or something while they are employed? I know the main argument is that it costs too much money to pay out this sick time, but are there any other reasons for not compensating employees for being good employees?
