[Publib] What to do with discards?

You might try allowing them to circulated as an "honor or community
collection" - no card needed, no rules. We have an adult collection like
this and are considering a child collection.
This is great for kids who may not be able to get a card (no parents to
sign, visiting g-parents, etc) yet want books. We count how many they take
(to go toward circulation figures) and if they come back - great, if not -
ok too. Our stickers are still on them, they are weeded and barcodes
removed/blacked out. It's amazing how many find their way home again. It
very good PR and a nice second life for books. We store ours in a bin, not
sorted or alphabetized, just there.

P.S. I have yet to check with local children's hospitals, doctors'
waiting rooms, homeless shelters etc.
