Since posing my question this morning I've had a chance to do a quick search:

Breeding, Marshall, "High-Tech, Low Power: How to Reduce Computer-Related Energy Costs," Computers in Libraries, Vol. 26, No. 8, Sept. 2006, pp. 29-31.

Abstract: Offers tips on reducing the amount of energy consumed by library computers. Computers need to be turned off when not in active use. This practice reduces energy consumption, saves money, and extends computer and monitor life. Screen savers do nothing to help reduce a computer's power consumption.

My comment: Breeding says "turn them off" and claims that concerns about the wear and tear of 300 or more on-off cycles per year have been addressed in today's equipment (but he does not cite anything supporting this assertion).

Waring, Becky, "Save Money by Putting Your PC on a Power Diet.," PC World, Vol. 24, No. 4, April 2006, p. 152.

Abstract: Presents tips for reducing the power consumption of personal computers and their peripherals. To reduce electric bill, plug the peripherals into a power strip and turn off the strip when shutting down the PC. By turning off broadband modems and routers when not in use, it makes your network more secure. Finally, unplug all the wall chargers for personal digital assistants, music players, digital cameras, and other gadgets when not actually charging, or use the power-strip trick mentioned to shut them off.

Abstract: Offers tips on reducing energy consumption of information technology equipment to cut energy cost in business. The author claims that a company with 200 personal computers would save 12,000 (British pounds) a year by turning off all the computers and monitors every night and on weekends. According to Action Energy, 90 million pounds are wasted annually by British companies that leave computers turned on when not in use.
