It's fairly easy to convince PCs to shut down (my small, cheap backup drive
does this for me every night after it backs up my PC); waking them up again
and walking them through a login sequence I believe is more complex-but not
unheard of (the "hibernate" mode is designed to allow computers to
essentially shut down and then wake up again). Some of you managing fleets
of PCs may want to chime in... 

There are a number of tools to demonstrate energy usage/savings for
computers. The best I found in a quick look put the dollar cost in Euros,
but it's a nice tool:
