[Publib] A chart of library accounts

We are being asked by our Finance and Management Departments to create
a
chart of accounts for our Core Library Services. I have always hated
our Core Services (Admin, Adult, Youth, Technical, Circulation and IT)
since they do not seem descriptive of the wonderful activities that go
on in each of them.
So now is my chance to change them. I have no problem thinking up new
Core Services, but do have problem taking this to the next step that
Finance wants - making those activities accountable on a time sheet.
If I make Reference(or desk Service, or Direct Public Service, or
Access Promoting Service) a core service, a worker's time spent on a
desk is accounted that way. The problem here, and I suspect most
elsewhere, is
that while on reference, I might perform other Core Services
intermittently - catalog items, or perform collection development,
work
on the web, or plan an outreach event, etc. If I can only track
reference, I loose the time spent on these activities. If I only count
these activities, I loose the time spent on reference.
Can any of you share your Core Services and the projects you track
under those services?
