[Publib] Playaway Pricing

A few weeks ago I reported to this list that Borders offers libraries a
20% percent discount for Playaway titles, which appeared to be better than
BWI's discount.  I failed to realize at the time that the packaging for
the titles that Borders carries is not the same foam-lined, book
drop-safe, packaging that Playaway and BWI provide for libraries. 
Therefore, BWI does offer the best discount on library editions of
Playaways, given that Playaway offers only a volume discount to libraries,
not a per title discount .  Through Playaway, you must purchase 100-999
titles to get a 10% discount, or 1000 plus titles to get a 20% discount,
whereas BWI offers a 15% discount per title off the same standard library
edition pricing.
