[Publib] Large numbers of teens in the library

We've had similar problems, as have surrounding libraries.  

What we have done for the time being is set a limit of one person to a
computer after school until we close.  We have four set aside for
parents and children to work together.  This has helped with controlling
behavior, as we will close out their session if they are not complying
with our behavior policy.  As they only receive 2 one-hour sessions per
day, those sessions are valuable.

We've also had to toughen up on teens who are in the library just to be
here.  If they are not doing homework, reading, using or waiting for a
computer, etc. they are told to get busy or leave.  Entire groups are
held accountable for the behavior of its members.  If one is in
violation, the rest are told to disassociate themselves with the member
or make sure the member behaves, or else the whole group is out.  This
has been quite effective.

The police are very responsive and will do walk throughs when called and
will clear the library out if needed.  It is still a major issue, as
last night, we were inundated at 6:15 p.m.  We've doubled our coverage
of behavior monitors and have tried to be as positive as possible.  

Once things (if things?) calm down, we plan to take a more proactive
approach by issuing small rewards for good behavior.  We have recently
instituted two teen groups, one for middle schoolers and one for high
schoolers.  They are too new to know how they will impact the situation.
